Culprit #1
Your Outlook is in "Work Offline" mode.
Reason
During boot up there was a small hiccup or disconnect that you likely didn't notice but the software did (can occur in coffee shops, public wifi, your own wifi, and even sometimes when wired to a connection.)
Resolution
Navigate to the "Send / Receive" tab, look at your "Work Offline" button, if the button is indicated as Enabled by being highlighted (slightly lighter or darker than your background) then click it to disable it. You may then click on "Send / Receive" and your Outlook should start behaving as normal.
Culprit #2
Your Outlook profile has become corrupted.
Reason
Any number of reasons, including storage space limits, connection issues, and improper synchronizations.
Resolution
Reinstall your Google Workspace Sync for Microsoft Outlook. You may download this from the following link.

Depending on the edition of Outlook you have installed y ou may wish to attempt to install via the link that says "Download GWSMO", or the link that says "Download 64-bit edition."
